Applying before you need it
This is the part worth stopping on, because it is written into the hospital’s own policy and almost nobody acts on it.
You do not have to wait for a bill. You can apply for a discount before an appointment. For scheduled care, that inverts the whole experience: instead of receiving a number and then arguing about it, you arrive with a determination already on file.
For anyone uninsured with something planned, the order is:
- Ask for a good faith estimate in writing when you book. You are entitled to one as a self-pay patient, and it tells you what you are dealing with. How estimates work.
- Ask for the New York State Uniform Hospital Financial Assistance Application at the same time.
- Submit it before the date of service, to the Admitting Department at 374 Stockholm Street, Brooklyn, NY 11237.
- Ask for the written determination before you go in, and bring a copy with you.
- If the date arrives before the decision does, go anyway and ask for the account to be held pending the application.
What being an independent hospital changes
Wyckoff is not part of one of the large systems. Two practical consequences follow.
The policy on its website is the policy. There is no larger system standard sitting above it, and no system-level financial assistance department to appeal to.
The escalation route is external. If the hospital’s answer is less than the law requires, the next step is not a corporate office; it is the Attorney General’s Health Care Bureau Helpline at 800-428-9071, or the state Department of Health.
That is not a criticism of the hospital. It is a description of where the leverage is, and knowing it saves a month of writing to the wrong address.
Wyckoff serves Bushwick and the surrounding blocks. Getting care in Bushwick.
Before the number
As everywhere, a self-pay balance often means a coverage screening never happened.
“Was I screened for coverage for the date of service, and was I screened for Emergency Medicaid?”
Emergency Medicaid covers treatment of an emergency condition, including childbirth, for people who meet the Medicaid income rules but not the immigration rules, and it is arranged at the hospital after the fact. The full procedure.
Questions people ask
When can I apply at Wyckoff?
The hospital’s own policy says before an appointment, at the visit, or when the bill arrives. Applying before scheduled care is the version that changes the outcome.
Where does the application go?
To the Admitting Department at 374 Stockholm Street, Brooklyn, NY 11237, as the hospital’s instructions direct.
Which form do I use?
The New York State Uniform Hospital Financial Assistance Application. Every licensed hospital must accept it.
The policy I found seems less generous than the law. What now?
The law governs. Cite the October 20, 2024 amendment in writing, and escalate to the Attorney General’s Health Care Bureau Helpline at 800-428-9071.
There is no system office to appeal to. Who do I go to?
The state: the Attorney General’s Health Care Bureau, or the Department of Health. For an independent hospital that is the escalation route.
My bill already went to a collector.
Applications are accepted at any stage under state law, including after an account goes to an agency.
