MetroPlus: the public system’s own plan
MetroPlus is unusual among carriers because its owner is the provider. NYC Health + Hospitals runs the city’s eleven public hospitals and the Gotham Health clinic network, and MetroPlus is its insurance arm.
What that means in practice:
- If you already see doctors inside H+H — through NYC Care, through a Gotham clinic, through a public hospital — MetroPlus keeps that care in-network without disruption.
- The alignment is administrative as well as clinical: plan and provider are the same organization, which removes a category of friction.
- Coverage outside H+H exists but is the thing to verify, not assume, if your specialist is in a private system.
Who this suits: someone moving from NYC Care into actual insurance, someone whose neighborhood hospital is a public one, someone who values continuity over breadth.
EmblemHealth: GHI, HIP, and the city workforce
EmblemHealth was formed from GHI (Group Health Incorporated) and HIP (Health Insurance Plan of Greater New York). Both spent decades as the coverage of New York City employees, teachers and union members, which is why the names persist in conversation long after the merger.
What that means in practice:
- Long-standing relationships across the city’s provider landscape, including practices that have taken those cards for a generation.
- If a family member is a current or retired city worker, the household may already be inside this ecosystem, and staying in it preserves doctors.
- The historical footprint doesn’t guarantee current network participation for any specific practice — the same phone call applies.

There is no version of this decision that doesn’t involve calling your own doctor. Every general statement above is a prior, and one phone call outranks it.
Questions people ask
Is MetroPlus the same as NYC Care?
No. NYC Care is an access program for uninsured residents. MetroPlus is an insurance plan. Both connect to NYC Health + Hospitals, but insurance is broader.
My card says GHI. Is that still valid?
Contact EmblemHealth member services with the number on the card. Legacy branding persists on some products, and the current plan name is what you need for network questions.
Do these plans work outside New York City?
Coverage areas vary by product. If you spend significant time upstate or out of state, ask specifically about coverage away from home — and note that emergency care is covered regardless.
Which one has better customer service?
Not a question anyone can answer for you honestly. Ask your doctor’s billing staff which plans they find easiest to work with — they deal with all of them weekly.
