The sentence that keeps children uninsured

“We make too much for that.”

It is said about Child Health Plus more than about any other program in New York, and it is wrong more often than it is right. The income line for children’s coverage sits well above the line for adults, it rises with household size, and above the free tier the program does not stop — it continues at a modest monthly amount per child.

The check takes minutes and costs nothing. The 2026 limits by household size · What Child Health Plus covers.

What the coverage actually includes

Worth naming, because families sometimes decline on the assumption that it is a limited program: Child Health Plus covers well-child visits, immunizations, prescriptions, dental, vision, hearing, emergency care, hospitalization and mental health services.

The two that go unused most often are dental and vision, because families do not realize they are in there. If a child has coverage and has not had an eye exam or a dental visit this year, those are covered benefits going unclaimed. Dental coverage in New York · Vision coverage.

While the application is pending

Community health centers here operate on a sliding scale by household income and see children as routine. Two things about them matter in this specific gap:

They do not require insurance, and paying in cash is not a disqualification — there is a self-declaration process for income when there are no pay stubs.

Many are able to start a coverage application on site, which is faster than doing it separately. Ask at the front desk whether they have a certified application counselor or navigator; that help is free.

Presumptive eligibility exists for some situations, allowing temporary coverage to begin immediately while a full application is processed. It is worth asking about by name. What presumptive eligibility is.

If the child is not the only one uninsured

Applying for a child frequently surfaces that the parents qualify for something too, and they are not the same program.

For adults, the Essential Plan costs $0 a month at or below 200% of the federal poverty level, with no deductible and no enrollment season. For adults whose status puts insurance out of reach, NYC Care has no status requirement and no income cutoff for membership.

One application, run through the same system, produces answers for everyone in the household. The five-question check.

And if there is a pregnancy in the household: New York covers it through Medicaid regardless of immigration status, at income limits well above the ordinary adult ones, continuing for 12 months after the pregnancy ends. Coverage during pregnancy.

How to use this table. It tells you what kind of facility exists and where — not whether they take your plan or accept new patients. Those change constantly and only a phone call settles them. A federally qualified health center charges on a sliding scale by income; a hospital-owned urgent care may add a facility fee; a hospital bills through several entities at once.

Questions people ask

Do I earn too much for Child Health Plus?

Probably not. The income line for children’s coverage in New York sits well above the adult line, rises with household size, and above the free tier the program continues at a modest monthly amount per child.

Does immigration status matter for a child’s coverage?

No. Children in New York are eligible regardless of immigration status, and applying for a child does not require the parent to apply for themselves.

Is there an enrollment season?

No. Child Health Plus and Medicaid accept applications in any month of the year.

Can my children be in different programs?

Yes, and it is common. Coverage is decided per child, so siblings can land in different programs depending on age and circumstances.

Does it cover dental and vision?

Yes. Those are the two benefits families most often leave unused because they do not realize they are included.

What do we do while the application is pending?

A community health center on a sliding scale sees children as routine and does not require insurance. Ask also about presumptive eligibility, which can start temporary coverage immediately in some situations.
