Two different questions that sound like one

“Which hospital is closest?” and “Which hospital does my plan pay for?” have different answers here more often than anywhere else in the borough, because the density is unusual: a public hospital, private systems and a thick layer of clinics inside a small radius.

That density is genuinely good. It is also the condition under which someone walks into the wrong building for a scheduled procedure and finds out three weeks later.

The question to settle in advance:

“If I need a hospital for something planned, which one is in network on my exact plan?”

Not the carrier’s name — the plan name printed on the card. A carrier can have one hospital in its Medicaid product and a different one in its marketplace product. The two-question call that settles it.

Where to check before calling anyone

New York runs a Provider and Health Plan Look-Up Tool at pndslookup.health.ny.gov, built on data plans are required to submit to the state. It is a better starting point than a carrier directory because it is the state’s record rather than the carrier’s marketing.

It still does not replace the phone call. Nothing does. It gives you a list that is less wrong.

The public system is a different answer, not a lesser one

NYC Health + Hospitals operates here, and what it offers is not a downgrade of private care but a different financial structure: a published sliding scale, and a membership program for people insurance does not reach.

NYC Care has no immigration requirement and no income cutoff for membership, and it is not insurance — it is access to the public system with a card, a primary care assignment and a sliding fee. In a neighborhood where a large share of households are ineligible for marketplace coverage on status grounds, that is frequently the shortest path rather than the fallback. How NYC Care works.

If you have coverage and simply want to know what the public system charges, its own financial assistance runs free at or below 200% of the federal poverty level and slides from 201% to 400%. NYC Health + Hospitals financial assistance.

If the bill already came

A hospital bill in New York is not a price. It is an opening number governed by a statute the hospital must follow.

At or below 200% of the federal poverty level an uninsured patient owes nothing out of pocket for medically necessary care; 201–300% is capped at 10% of the Medicaid rate and 301–400% at 20%. There is no asset test, immigration status may not be considered, the decision must come in writing within 30 days, and applications are accepted at any stage, including after collections.

How to apply · How to find any hospital’s own policy.

Before you are billed as self-pay

A self-pay balance usually means nobody checked whether a program applied on the day of service. The two questions that reopen it:

“Was I screened for coverage for the date of service?”

“Was I screened for Emergency Medicaid?”

Emergency Medicaid covers treatment of an emergency condition, including childbirth, for people who meet Medicaid’s income rules but not its immigration rules. It is arranged at the hospital, usually after the care has happened. What immigration status does and does not affect.

How to use this table. It tells you what kind of facility exists and where — not whether they take your plan or accept new patients. Those change constantly and only a phone call settles them. A federally qualified health center charges on a sliding scale by income; a hospital-owned urgent care may add a facility fee; a hospital bills through several entities at once.

Questions people ask

Does it matter which hospital I go to in an emergency?

No. Go to the nearest emergency room. Federal law requires screening and stabilization regardless of insurance or status, and New York’s surprise-billing rules keep the argument over the amount between the provider and the plan.

How do I find out which hospital my plan covers?

Call with the exact plan name printed on your card, not the carrier’s brand, and check the state’s Provider and Health Plan Look-Up Tool at pndslookup.health.ny.gov first.

What is NYC Care?

Access to the city’s public hospital system with no immigration requirement and no income cutoff for membership. It is not insurance; it is a card, a primary care assignment and a sliding fee.

I got a hospital bill I cannot pay. What now?

Apply for financial assistance. Below 200% of the federal poverty level an uninsured patient owes nothing out of pocket, and applications are accepted at any stage, including after collections.

What is Emergency Medicaid?

Coverage for treatment of an emergency condition, including childbirth, for people who meet Medicaid’s income rules but not its immigration rules. Ask the hospital whether you were screened for it.

Can the hospital ask about my immigration status for financial assistance?

State law bars immigration status from being considered in hospital financial assistance at all.
