Why one household gets several answers
Eligibility for health coverage in New York is decided per person, not per family. Age, income, pregnancy and immigration status each act on the individual.
The practical result in this neighborhood: a household can have a child on Child Health Plus, a pregnant member on Medicaid, one adult on the Essential Plan and another adult on NYC Care — all simultaneously, all correct.
Understanding that changes the question from “can we get coverage?” to “what is each person eligible for?” — which has answers.
What each member can usually get
Children. Eligible regardless of immigration status. Child Health Plus reaches far higher up the income scale than parents expect, and there is no enrollment season. Child Health Plus.
A pregnancy. Covered through Medicaid regardless of immigration status, at income limits above the ordinary adult ones, continuing 12 months after the pregnancy ends. Pregnancy also opens a special enrollment period in New York. Coverage during pregnancy.
Adults with qualifying status. Medicaid, the Essential Plan or a marketplace plan depending on income. The Essential Plan is $0 a month at or below 200% of the federal poverty level. The Essential Plan.
Adults without qualifying status. NYC Care — no status requirement, no income cutoff for membership, a card and an assigned primary care provider in the public hospital system, with fees on a sliding scale. And Emergency Medicaid for treatment of an emergency condition. NYC Care · What changes for immigrants in 2027.
The question underneath the question
Most people in this situation are not really asking what is covered. They are asking whether applying is safe.
What we can state is what the rules say. Applying for a child’s coverage does not require the parent to apply for themselves or to disclose their own status. NYC Care does not ask about immigration status at all. Hospital financial assistance may not consider it. Emergency care does not turn on it.
What we will not do is predict how federal policy will be administered, or tell anyone what decision to make about their own situation. That is not a question a website should answer for a person, and anyone who tells you otherwise with confidence is guessing.
What is worth doing instead: talk to a free, certified navigator or assistor, or to a legal services organization. Both exist across Queens, both cost nothing, and both can speak to your specific facts in a way a page cannot. What status does and does not affect · Rules changing for 2027.
Language, practically
This is one of the most linguistically varied neighborhoods in the city, and the interpreter right is only useful if it is invoked.
Say it at the front desk, before the appointment starts rather than during it:
“I need an interpreter in [language]. Please arrange one.”
Telephonic interpretation is the fallback when nobody on site speaks the language, and it is a legitimate answer rather than a brush-off. What is not acceptable is being asked to bring your own interpreter, or having a child interpret a clinical conversation.

How to use this table. It tells you what kind of facility exists and where — not whether they take your plan or accept new patients. Those change constantly and only a phone call settles them. A federally qualified health center charges on a sliding scale by income; a hospital-owned urgent care may add a facility fee; a hospital bills through several entities at once.
Questions people ask
Can different people in my household have different coverage?
Yes, and it is normal. Eligibility is decided per person, so a child, a pregnant member and two adults can each land in different programs under one roof.
Can my child get coverage if I do not have status?
Yes. Children in New York are eligible regardless of immigration status, and applying for a child does not require the parent to apply for themselves.
Is pregnancy covered regardless of status?
Yes, through Medicaid, at income limits above the ordinary adult ones and continuing for 12 months after the pregnancy ends.
What is NYC Care?
Access to the city’s public hospital system with no immigration requirement and no income cutoff for membership. It is not insurance — it is a card, an assigned primary care provider and fees on a sliding scale.
Can a hospital consider my immigration status when I apply for financial assistance?
No. New York law bars it from being considered at all.
Who can advise me about my own situation?
A free certified navigator or assistor, or a legal services organization. Both exist across Queens, both cost nothing, and both can address your specific facts.
